Farmer was one of the four-man panel that rejected Rooney's appeal.
"It was a very experienced commission. We thought it was the correct decision.
"We would have treated a Duncow Dynamos player exactly the same as someone like Wayne Rooney.
"We studied the video evidence many times frame by frame.
"We also took into consideration submissions from Manchester United.
"There was no halfway point. It was either a three-game ban or nothing."
