The 27-year-old Ivory Coast star has been linked with a move to City, where his brother is skipper, but the Sun report United could be ready to step in.
Toure's agent said: "If everything goes well, Yaya will go to England. But we cannot talk about definited clubs. We have a closed deal and all will be resolved before the World Cup."
