In a letter sent to Shareholders United (SU), the fans’ group that speaks for about 1.5% of the shares of Manchester United, Blatter pledges his "personal support" for the group’s "worthwhile" endeavour and promised that Fifa would consider making a number of SU’s proposals part of the laws of the sport. These include a requirement for football clubs to allow fans to own stakes in teams.

Blatter wrote: "Football has indeed changed over the years, but not all change is for the better, and the continued commercialisation of football, as we can observe it, is one case in point. The good it produces for the few is the harm it does to the sport in the long run."

He adds: "The ideas (SU) proposes are excellent but Fifa cannot interfere in national issues, nor must we do so. I shall give your initiative my utmost consideration and assure you we will not hesitate to include some of your and SU’s thoughts and suggestions in our internal discussions without delay."

Blatter was responding to a letter sent by SU chairman Nick Towle, who had called on the governing body to introduce a "fit and proper person" test for all owners and potential owners of football clubs and to create tougher measures to bring about increased financial transparency at clubs.

Blatter’s endorsement of SU is the the latest fillip for the group following last week’s news that the leading US law firm, Weil Gotshal & Manges, would advise the organisation for free as it battles to preserve Manchester United’s independence.
