HOOLIGAN CHARGE TO BE PLACED ON CLUBS

Sports Minister Richard Caborn:

"The costs outside grounds are running into millions and the
pressure is on to charge that against football clubs. I
personally don't think that's right.

"There is pressure coming from police and from Whitehall.
And if we don't do something about it, the taxpayer would
have a valid case (to complain).

"What might happen is the increase would go on the fans, and
all fans would be penalised for a very small minority
(causing trouble)."

Speaking to BBC Sport, Carbon voiced his fears about a re-
emergence of hooliganism:

"Football has to respond to what is the creeping back of
hooliganism,

"Look at Sunderland for example - 48,000 in the crowd to
1,000 police. That's one police officer for every 48 people
and that's crazy.

"I'm going to appeal to supporters to try and get hooligans
out of football,

"Those causing trouble is a small minority and it is for
football - the authorities and the fans - to sort it out.
And we have to say collectively we are not going to tolerate
it.

"To some extent we've allowed it to happen. This was a
problem 10 years ago and we reacted and families came back
to football. But there are incidents of it creeping back."
