Ruud van Nistelrooy has refused to play for Holland after injury opened up a possible return to the squad.
Holland play Bulgaria and Albania in the coming week and coach Marco van Basten wanted Real Madrid striker van Nistelrooy to replace Klaas-Jan Huntelaar.
Van Basten said: "Ruud and I could find no basis for further co-operation."
