Europe's senior club managers have been lobbying for a change in the offside rule and Uefa's technical director Andy Roxburgh has agreed to raise their concerns with Fifa.
"A lot of our colleagues are being worried about the interpretation of passive offside being exploited. If there's a clear gaining of an advantage it should be judged offside," said Roxburgh.
The 200 steel erectors sacked from the new Wembley Stadium project have been offered their jobs back.
The workers were fired three weeks ago after y Dutch firm Hollandia insisted that the men accept new contracts which included compulsory weekend working. Negotiations are now being held for compensation.
