'Gordon Taylor, chief executive of the Professional Footballers' Association and of the international players' union FIFPro, met his UEFA counterpart Lars-Christer Olsson earlier this week to discuss the proposals.
Taylor told the Press Association: "We are prepared to support those measures because it encourages clubs to invest in youth. It is now much harder for young English players - the likes of Jermain Defoe and Shaun Wright-Phillips to come through - than it was 20 years ago because for many top clubs the first option is to look abroad for a quick fix."
