"It would never work," said Ferguson. "There have been a lot of proposals like this over the last couple of years without a format that would please everyone. It's difficult to see how it could get passed. The law within EEC countries means people have the freedom to move from job to job within Europe and that would be a restriction as far as this idea is concerned."

He added: "There's genuine concern that the domestic game has too many foreign players in it but it's hard to stop people wanting to be ambitious and progressive, so long as it's within the parameters of the number of foreign players you can use from outside the EEC. That's certainly a big problem and one we should look at restricting. If there was carte blanche, then you could have a situation where a club could use a lot of South Americans instead of EEC players."

"I think the European players have improved the game without question but when sides have too many imports, it's a slight on your game and on the ability you have to produce domestic players. We have been quite balanced, half and half, but under the old rule it was difficult in Europe when we could only use three foreigners and two more who had been at the club for more than three years. We utilised that with Ryan Giggs and Mark Hughes but we also had Eric Cantona, Denis Irwin, Roy Keane, Peter Schmeichel and Andrei Kanchelskis which made it difficult for us."
